"Demonstration Only" Note 8.0... is it full featured?

I am considering buying a note from an online seller with "demonstration only" printed on the back. The seller stated that it is sold as is for parts as a demo unit. Anybody seen these units? Are they fully functional? Are there any differences? Can i root and flash rooms to it?
